CSP Standards of Professional Responsibility

As staffing and recruiting professionals, CSP members are committed to the highest standards of ethics, integrity, and competence. Our responsibility is to serve both employer clients and candidates with transparency, respect, and professionalism.

These standards guide our conduct and reinforce the credibility of the industry. Adherence ensures a strong foundation for trust, ethical competition, and quality service across all levels of the staffing profession.

  • Ethical, informed competition promotes the growth and integrity of our profession.

All CSP members are expected to subscribe to these principles and uphold the following standards:


1. Relations with Employer Clients

  • Communicate honestly and factually; accurately represent candidate qualifications, experience, and salary expectations.
  • Screen candidates thoroughly for required skills, credentials, and interest prior to presenting them to clients.
  • Do not solicit employees previously placed with an employer client by your firm.
  • Refer candidates only with prior client authorization.
  • Maintain strict confidentiality regarding job order specifications and client details.
  • Ensure all marketing and promotional materials truthfully reflect available candidates and opportunities.
  • Disclose all fees and terms clearly and completely, confirming verbal agreements in writing.

2. Relations with Candidates

  • Treat all candidates with fairness, honesty, and respect.
  • Never discriminate based on race, color, religion, gender, national origin, age, disability, marital status, or other protected status.
  • Maintain confidentiality of candidate information unless authorized to share.
  • Refer candidates only to authorized, legitimate job opportunities.
  • Present roles accurately and transparently, honoring employer confidentiality when necessary.
  • Accurately represent job listings in public advertising and ensure listings are current.
  • Fully disclose any candidate-paid service fees in accordance with applicable law, both verbally and in writing. Process any refunds promptly.


3. Relations with Other Staffing Professionals

  • Conduct business with other firms in an honest and respectful manner.
  • Acknowledge and respect prior candidate referrals made by other firms.
  • Define roles and responsibilities in split placements clearly and in writing. Share information solely for the intended purpose and honor financial agreements and guarantees.
  • Avoid defamatory remarks about other professionals. Offer opinions only when requested and ensure they are fact-based and objective.
  • Resolve disputes professionally and, when necessary, involve the CSP Board of Ethics and Professional Responsibility (BEPR) to mediate.

4. Relations with the Public

  • Uphold CSP’s Code of Ethics and these Standards of Professional Responsibility.
  • Avoid unlawful actions, dishonesty, or misrepresentation in any form.
  • Do not assist employers or candidates in misrepresenting material information during the hiring process.
  • Conduct recruitment activities with professionalism and responsibility at all times.
  • Report any violations to BEPR and cooperate fully with investigations.
  • Comply with all CSP decisions regarding ethics complaints, including the appeal process outlined in the CSP Bylaws. Non-compliance may result in termination of membership.

Compliance with the Law

These standards are designed to complement—not supersede—local, state, and federal laws. In all instances, CSP members must adhere to all applicable legal requirements governing employment and recruitment practices.
